Derek Blackshare

Derek Blackshare

Chief Executive Officer & President

Derek has 25+ years of environmental consulting and engineering experience. He is widely recognized as an expert on environmental issues in real estate and in compliance with RCRA, CERCLA, SARA (EPCRA), CWA permitting, CAA Permitting, and NEPA. Derek holds a Master of Science in Industrial Engineering & Management, and a Bachelor of Science in Mechanical Engineering.

He is a registered Professional Engineer (PE) in Oklahoma, Tennessee, Texas, and Georgia. He is also a Certified Hazardous Materials Manager (CHMM). Derek is a graduate of Leadership Oklahoma Class XXIV. He also instructs a graduate-level college course on hazardous materials and environmental compliance and is on the Environmental Programs Advisory Board (EPAB) for Oklahoma State University.

Sandra Wylie

Sandra Wylie

Chief Operating Officer

Sandra is a 30+ year veteran of accounting and office management for professional services firms. She has been with Blackshare since its inception in 2000. As COO, Sandra is responsible for managing all aspects of our company’s day-to-day operations. She oversees resource allocation to ensure project deadlines are met in coordination with Project Managers. In addition, Sandra reviews and maintains all contracts and assures deliverables meet obligations. She also coordinates invoicing, ensuring that it is correct and in compliance with client needs and contractual requirements.

Sandra also is responsible for developing the overall corporate budget including revenue and sales growth, expense, cost and margin control; and monthly financial goal management. Sandra tracks revenue and costs against budget, updates forecasts monthly, and recommends when staff additions and/or capital expenditures are necessary. Finally, Sandra is the management contact for both vendors and clients.

Collin Seabolt

Colin Seabolt

Project Manager

Mr. Seabolt is a Project Manager with Blackshare Environmental Solutions. He has extensive experience and is considered an expert in conducting Phase I Environmental Site Assessments (ESA) for residential, commercial, industrial and agricultural sites. Collin has performed assessments of literally hundreds of sites nationwide. These services include inspection of sites for recognized environmental conditions (RECs). Reports Mr. Seabolt has prepared have been reviewed and approved by the SBA, HUD, US Army Corps of Engineers, the Bureau of Indian Affairs, the Federal Aviation Administration, and hundreds of lenders.

Collin also has extensive experience with Phase II investigations including soil, groundwater, and soil-gas medias. Mr. Seabolt has completed Phase II site assessments to determine the degree and extent of contamination on dozens of properties ranging from current and former service stations, dry-cleaner facilities, manufacturing plants, plating/anodizing/galvanizing facilities, oil & gas locations, railroad right-of-ways, landfills, and waste sites. He is familiar with well installation and development procedures as well as a variety of sampling methods.

Mr. Seabolt is also an expert at analyzing the data from Phase II investigations including completion of risk assessments. Collin has completed both field work and report preparation, including ORBCA risk assessments on dozens of Oklahoma Corporation Commission (OCC) LUST cases. Similarly, Mr. Seabolt has also successfully performed site characterization studies on several Brownfields and Voluntary Cleanup Program (VCP) sites. He has also participated in several due diligence assessments for large packages of oil and gas producing properties.

Mr. Seabolt has also prepared numerous SPCC plans for signature/certification by a Professional Engineer. Collin has also gathered the necessary data and prepared SPCC plans for oil and gas locations as well as industrial facilities. Mr. Seabolt’s responsibilities with such projects have included project management, supervision of field activities, report preparation, and correspondence.

Collin has also prepared SWPPPs for various construction projects including linear projects and also for industrial sites. Many times, the construction projects have extensive inspection schedules associated with them such as bi-weekly plus within 24 hours of a rain event and Collin routinely performs such inspections on many projects. For construction projects, inspections are required until restoration is achieved.

Mr. Seabolt has also conducted habitat surveys for several listed and non-listed species. His background and education are well-suited and qualify Collin to identify flora and fauna common to various species. In addition to listed species surveys, Collin has conducted surveys for bald eagle nest sites.

Blackshare is accustomed to playing varying roles for its clients.
